California Government Code 53075.5 requires all cities and counties to regulate taxicabs within their respective jurisdictions to protect the public health, safety and welfare of it’s citizens; by adopting an ordinance or resolution in regard to taxicab transportation service rendered in vehicles designed for carrying not more than eight persons, excluding the driver. In Orange County, the OCTAP Regulations have been adopted by all member agencies; and enforcement of the OCTAP Regulations is performed by public safety officers assigned to their respective jurisdictions. OCTAP Staff performs administrative (regulatory) duties on behalf of all member agencies. Though OCTAP Staff does perform random inspections and field observations to check for compliance, OCTAP itself does not possess enforcement powers. Each Member Agency has agreed that their respective law enforcement department/safety officers would enforce the OCTAP Regulations in their area of jurisdiction through municipal codes and local ordinances. Part of OCTAP's scope of administrative responsibilities is
to offer enforcement training to all law enforcement agencies and safety
officers. OCTAP staff can provide on-site
enforcement training, when requested, to assist Orange County law enforcement
agencies in the enforcement of the OCTAP regulations, in the interest of public
safety and welfare. Interest and participation in the OCTAP mission by
all is vital to it's success. Resources are also available that can be used for
enforcement training purposes. |
