The taximeter is programmed with what’s called
“critical speed”. This critical speed is the point in which the taximeter begins
to calculate “wait time” into the total fare rather than distance. The critical
speed is determined based on a prescribed fare/rate structure. A simplified
formula for calculating critical speed is when you take the per hour fare and
divide by the cost per mile (distance). Example using the current fare
structure:
The “per hour” fare is $30.00. The cost per mile (distance) would be $2.60 ($.65
per 1/4 of a mile X 4). Dividing the cost per mile (distance) into the “per
hour” fare ($30.00 ÷ $2.60) would give you a critical speed of 11.5 miles per
hour. Traveling below this critical speed (0 - 11.5 miles per hour) is when the
meter calculates “wait time” into the total fare. When the vehicle reaches
speeds above critical speed, the meter stops calculating “wait time” and
calculates the fare based on distance. The taximeter will never calculate both
“wait time” and "distance" simultaneously.
With this is mind, it's almost impossible to calculate "wait time" while in
route or before a trip is actually taken; only if a passenger requests a layover or a "stop and wait" from the driver.
